“From Roots to Fruits” captures community workgroup recommendations for growing Black prosperity in Greenwood, translating the Kirkpatrick Heights / Greenwood Master Plan into practical pathways from history and assets (“roots”) to programs, policies, and investments (“fruits”).
The report prioritizes community ownership, small-business growth, housing stability, cultural preservation, and accountable governance, with near-term actions and partners to drive implementation.

Led by Results for America, the Opportunity Accelerator (OA) initiative is a new collaboration with the Center for Government Excellence at Johns Hopkins University, Code for America, the Harvard Kennedy School Government Performance Lab, and the W. Haywood Burns Institute that supports government in promoting economic mobility, reducing racial disparities, and improving the well-being of its residents. Tulsa is one of four cities working with the Opportunity Accelerator, with our work focused on working alongside the community to evaluate and select a governance model for the redevelopment of publicly-owned land in the Master Plan.

INSTITUTE
The W. Haywood Burns Institute (BI) is a black-led national, non-profit with a diverse team of bold visionaries. Always challenging racial hierarchy and the social control of communities of color by the justice sector and other public systems, BI employs strategies and tactics to establish a community-centered approach to transformation that is anchored in structural well-being. BI serves as the lead technical assistance provider to PartnerTulsa as a part of the Opportunity Accelerator program.

Accelerator for America develops and shares local solutions to economic insecurity nationwide, supporting job access, opportunity creation, and infrastructure growth through a council of civic, labor, and business leaders. Launched in 2023, i3 brings together policymakers, technologists, investors, and innovators to help communities harness funding and technology for modern infrastructure. PartnerTulsa is using i3 to pursue catalytic investments and strategies that enable the Kirkpatrick Heights–Greenwood Master Plan’s development vision.
Leadership Committee
The Leadership Committee represents the full range of interests and meets on a regular basis to critically review work products at each step of plan formation and serve as a sounding board for new ideas to ensure that plan content reflects the values of stakeholders and the Tulsa community, and to serve as a creative force to develop innovative ideas for the Kirkpatrick Heights Addition/Greenwood area.
Role of the Leadership Committee:
Serve as a communication conduit and project ambassador.
Provide critical oversight around project strategy and direction.
Serve as an advocate and champion for implementation efforts that result from the planning process.

Greenwood Legacy Corporation honors the land upon which we stand — the ancestral home of the Osage, Muscogee (Creek), and Cherokee Nations, among others who have stewarded this place for generations before Tulsa was founded.
We recognize that the prosperity and promise of Tulsa, and particularly the Greenwood District, were built upon lands taken from Indigenous peoples and through the resilience and entrepreneurship of Black communities who rose to create Black Wall Street.
