Statement related to Brown Ordinance Changes to Kirkpatrick Heights Greenwood Master Plan Capital Funds

 

Greenwood Legacy Corporation exists to ensure the next chapter of development in Kirkpatrick Heights and Greenwood is shaped by the people who call it home. This work has spanned years of community conversations, culminating in the Kirkpatrick Heights Greenwood Master Plan with $5M in capital allocated for projects in the Kirkpatrick Heights Greenwood Master Plan target area in the Improve Our Tulsa 3 funds approved by voters.  

On Thursday, April 9, Councilor Vanessa Hall-Harper conducted a press conference as the first step in a multi-step process ("Brown ordinance") to change the intended use of voter-approved funds. 

Although GLC believes that North Tulsa and the Kirkpatrick Heights Greenwood neighborhoods need and deserve resources, this particular $5M is dedicated to the Kirkpatrick Heights Greenwood Master Plan catchment area created by and for North Tulsans over many years. These funds will be critical in providing gap financing for projects in the Kirkpatrick Heights Greenwood Master Plan target area. 

Prior to the city council public hearings, the GLC will be having a community meeting on Saturday, April 25, 2026 at the Rudisill Library from 10a until 11:30a.  Please come hear up to date information on where GLC in the implementation phase of the Kirkpatrick Heights Greenwood Master Plan and understand why the $5 million in capital funding is needed now more than ever.  Thereafter, the next step will be discussion at two City Council meetings: Wednesday, April 29, and Wednesday, May 13, both at 5pm at the Council Chambers at City Hall.
